Securing Strategic Autonomy Through Rare Metal Localization

Titanium is heavily sourced from Russia, platinum from Russia and South Africa, and rare earths from China. As a result, Korea’s entire rare metal supply chain—spanning raw materials to high-purity products—is externally exposed.
This has made localization not only a technical challenge but also a national strategic response. High-purity molybdenum for semiconductors, nickel-based superalloys, high-purity zirconium, PGM catalysts, and battery-grade cobalt and lithium are now at the center of material localization strategies.
Recycling Rare Metals: A Core Solution
Since Korea lacks abundant rare metal resources, recycling waste industrial parts and process by-products is becoming essential. Items like titanium alloy machining chips, PGM-containing spent catalysts, and nickel alloy scraps can be transformed into high-purity raw materials.
Thanks to technologies such as wet refining, dry refining, vacuum arc remelting (VAR), and electron beam refining, recycled materials can now meet the performance demands of high-end industries. These advanced methods also promote sustainable, eco-friendly resource circulation.
By successfully localizing materials, Korea can improve its trade balance, enhance industrial security, and reduce dependence on foreign suppliers. The stable supply of strategic materials to sectors such as semiconductors, aerospace, defense, and hydrogen energy will boost national competitiveness.
