A New Era of Carbon-Linked Trade Regulation
The Carbon Border Adjustment Mechanism (CBAM), introduced by the European Union (EU) in 2023, is a trade policy designed to support climate action. Acting as a carbon tax on imports, it imposes additional costs on products based on their carbon dioxide (CO₂) emissions. CBAM extends the EU Emissions Trading System (EU ETS), reinforcing the bloc’s push toward carbon neutrality by 2050.
Its main objective is to prevent “carbon leakage”—a scenario where European industries are disadvantaged by strict domestic emission rules while foreign competitors operate under weaker regulations. From its pilot phase in 2023, CBAM targets six carbon-intensive goods: steel, aluminum, cement, fertilizer, electricity, and hydrogen. For metal distributors and recyclers, particularly those dealing with steel and aluminum, the policy brings significant changes.
Importers must now collect and report emission data throughout their supply chains. They must also submit CBAM certificates, calculated based on verified carbon emissions from manufacturing. This imposes new compliance responsibilities and could increase sourcing costs. However, it also drives innovation.
