National Policy Drives Japan’s Strategic Resource Circulation

Japan, a country with limited natural resources, has turned recycling into a national strategy. To address supply chain risks, the Japanese government has shifted its resource policy from "extract-use-dispose" to a "circular society" model. This strategy boosts industrial competitiveness and supports environmental preservation.


The government enacted the Resource Circulation Promotion Act and the Specified Hazardous Industrial Waste Management Act early on. These laws require industries to take responsibility for recycling waste and metals. A key component is the 3R policy—Reduce, Reuse, Recycle—which standardizes the separation and recovery of critical waste materials nationwide.


Recent policies provide strong regulatory support and incentives for the recovery of rare metals. Focused areas include electrical and electronic waste, spent batteries, and industrial catalysts containing platinum group metals (PGMs) and rare earth elements (REEs). As a result, Japan’s recycling efficiency has greatly improved.


Urban Mining Becomes Japan’s Core Recycling Innovation

Japan is a global leader in the concept of urban mining—recovering valuable metals from discarded products like smartphones, laptops, and vehicles. These products are now seen as "urban mines" that contain valuable resources such as platinum, palladium, rhodium, and rare earths.

JOGMEC (Japan Oil, Gas and Metals National Corporation) leads these efforts. It collaborates with private companies to advance technologies for metal recovery and refining. Through joint demonstration projects, Japan improves post-use metal collection, extraction, and separation processes.

The nation invests heavily in automated disassembly and refining technologies. These developments, driven by research institutions, universities, and companies, enhance Japan's global competitiveness in sustainable metal recycling.

Looking ahead, Japan aims to integrate recycling with emerging industrial trends like carbon neutrality, smart manufacturing, and digital transformation. The government plans to expand R&D budgets, upgrade legal systems, and attract private capital to strengthen rare metal security. Through these initiatives, Japan positions itself as a leader in global sustainable resource strategies.
