Building a Resource Circulation Ecosystem for Key Minerals
Korea is strategically developing its rare metal recycling industry to reduce reliance on imports and respond to global supply chain instability. With over 100% dependency on imported rare metals, the country faces serious risks from geopolitical conflicts and market disruptions. To counter this, the Ministry of Trade, Industry and Energy (MOTIE) is executing mid- to long-term plans through the Rare Metals Industry Development Plan and the Rare Metals Recycling Roadmap.
The focus is clear: diversify sourcing countries, boost domestic recycling capacity, and build independent technologies. The ultimate goal is to improve industrial competitiveness by establishing a self-sufficient resource circulation ecosystem.
Recycling Infrastructure and Advanced Technologies in Motion
The Korean government is investing in infrastructure to scale the domestic recycling industry. This includes setting up dedicated recycling clusters, supporting specialized companies, and building a system that manages collection, sorting, processing, and refining of rare metals. Moreover, automation and energy-saving technologies are being applied to improve efficiency and reduce operational costs.
Recycling is now treated as a national strategic technology. MOTIE is promoting the Recycling Technology Development Project to develop cutting-edge capabilities such as high-purity separation, core material recovery, and ultra-precision refining. Of particular interest is the advancement of dry and wet refining technologies, which can function under high-temperature and corrosive conditions—critical for extracting valuable metals from waste batteries, catalysts, and electronic components.
To ensure market readiness, MOTIE is conducting demonstration projects to assess the economic feasibility of recycling technologies. These pilot projects support commercialization by offering facilities, analysis tools, and technical transfer services. Small and medium-sized enterprises also benefit from quality certification systems and infrastructure support at regional recycling hubs.
Korea is also working with international standardization bodies to develop global quality standards for recycled materials. These efforts are essential to building trust and positioning Korean recycled metals within the global supply chain.
Looking ahead, Korea aims to enhance the reliability and cost-effectiveness of high-purity metal recovery. To do this, the country will expand human capital through industry-academia partnerships and research institute collaborations. At the same time, legal reforms will ease waste collection and relax certain environmental regulations to promote industrial-scale recycling.
As Dong-A Special Metals highlights, these developments will help Korea transform rare metal recycling from a sustainability initiative into a key pillar for carbon neutrality and economic resilience.
